The agency's FAQ page describes a lottery-postcard system: if your lottery number is selected, you get a voucher packet by mail with a deadline to return it. Public housing application

A press release dated July 7, 2026 says the Public Housing waitlist application period (June 22–July 6, 2026, for eight properties) closed at 12:01 a.m. on July 7, 2026, after about 56,000 people applied. The agency said it would use a random lottery to choose who is added, with notices sent by the end of July 2026 to applicants' RentCafe email addresses. As of the date checked (September 29, 2026), the agency's site has not posted a new opening date for this waitlist; the application guide page still shows the June 22–July 6, 2026 window as an example of how the process works.

Before and after you apply

Housing Choice Vouchers and Public Housing are separate programs — you can be on both waiting lists at the same time.
Being on a waiting list does not mean you're approved; you still have to complete an application and meet eligibility rules.
If you're already on the Public Housing waiting list, you do not need to reapply.
Keep your contact information current — you must tell the agency in writing about any change, or you could be removed from the waiting list.
