IHA is still processing applicants pulled from a lottery drawing held in 2016, and says "Future waitlist openings will be publicly announced in advance through the usual media outlets and on Indyhousing.org." No reopening date is given.

Public housing application

IHA's site does not give one system-wide open/closed date for public housing. Instead it says: "Applications for Public Housing are accepted onsite on application days. Please contact the desired community to inquire about their application days and times." Check with the specific community you want.

For public housing, applications are taken in person, only on set "application days" at each community — call ahead to ask when that community is accepting applications.
IHA says it can take up to four years to be reached on a public housing waiting list, and processing a pre-application can take up to 24 hours online.
