Why this calculator asks for your state first
Medicaid is not one program. It is 51 programs with different rules. In the 40 states (plus DC) that expanded Medicaid, most adults under 65 can use one clean test: income at or under 138% of the poverty line.
Ten states did not expand. In those states there is no single number we can honestly show for adults. Most adults without children have no income path at all there. Limits for parents are much lower and depend on the family. So when you pick one of those states, this tool says so plainly instead of showing a cut-off that is not real for you. Wisconsin is the one exception — its waiver covers adults up to the poverty line.
Who has different, higher limits everywhere
Children and pregnant women have their own limits in every state, and they are higher — often much higher. People with disabilities and seniors needing long-term care have separate paths too. If that is your situation, apply even if this adult test says you are over.
